Guided by The Nature Conservancy’s conservation planning framework and the collective expertise of numerous stakeholders, this conservation plan highlights the ecological assets, or conservation targets, of the upper watershed. It analyzes land uses, conditions and activities that threaten the viability of the targets. Based on the analysis of targets and threats, the plan identifies strategies that can be undertaken by partners and stakeholders of the watershed to enhance the viability of the conservation targets as well as to abate the threats to them. Success in achieving the goals of this plan will be measured against short- and long-term benchmarks.
